(Tulsa, Ok)--A new take in the ongoing Tulsa Mayor-City Council dispute. This time it is over how often the Mayor attends the city's many board and authority meetings. City Councilor Bill Christiansen raised the question in a memo in which he is critical of Mayor Dewey Bartlett's attendance record. Christiansen believes when it comes to key boards that have a direct impact on the citizens of Tulsa, Mayor Bartlett is too often a no show. The Councilor admits he has not compared Bartlett's attendance record with the attendance records of previous mayors. Mayor Bartlett's office points out that in many cases the Mayor assigns a staff member to a board and that person represents the Mayor at those meetings.

"We try to have those meetings and we will see how that works but for them to not give us any communication about not liking or not wanting to vote-to reappoint some very good people to appoint to this board doesn't help much," says Bartlett.
He says nobody on the council has ever said they had a problem with anyone on the TARE Board before last night.
While Bartlett uses the word communication, City Councilor Bill Christiansen uses the word compromise. Christiansen says he sat down with the mayor for a one-on-one meeting like the mayor always seems to invite and walked away with nothing.
"I was trying to convice him that the least he could do was turn the lights on because it would be a good thing for him to participate in in the interest of getting along with the council and he just, just decided not to do that," says Chrsitiansen.
He adds rejecting the mayor's reappointments to the TARE board was not in retaliation but believes the board has a big decision next year and thinks some new faces on the board might be good.

A search for Tulsa's next chief of police begins tomorrow. Tulsa Mayor Dewey Bartlett says at the same time he launches the search, he is also changing how the police chief job is classified for the city. Interim Tulsa Police Chief Chuck Jordan has held the position the past 6 months. Jordan says he will apply for the position.(Interim Police Chief Chuck Jordan is pictured)
The next chief will be hired under the civil service system giving the person in the top cop seat more job protection instead of the current at-will position.
"I think it is extremely important that both the police officers, the police union and the public understands that the police chief will be there no matter who is in the mayor's seat," says Bartlett.
He also cited the federal indictments unsealed this week against four current Tulsa Police officers and one former Tulsa Police officer in his decision to make the change.
"This is a position that must have some consistency especially in light of the alleged corruption problems we are having. The last thing we need now is for officers and the public to think that if and when- whenever a mayor is sworn- in we will have a new police chief," says Bartlett.
The decision to put the top cop job in the civil service system reverses a decision made by the previous administration and former Mayor Kathy Taylor.
He says he considered the change and the timing of the announcement too.
"I thought it was best for us to get through the budget situation and also we needed to get through the negotiation of the union contract with the Fraternal Order of Police and we got through that. I did not think it was really the time to divert attention from those two important subjects," says Bartlett.
The mayor adds the search begins Friday and hopes to have the search completed and the position filled within two months.

(Tulsa, Ok)--Tulsa's Mayor hopes the City Council this week approves three ordinances that are meant to strengthen the City's ability to deal with eyesores, safety and health problems, and related property nuisances. The laws add teeth to current ordinances dealing with abandoned and neglected structures and land. Under the ordinances landowners must file contact information with the city. They could face a thousand dollar a day fine and jail time for violations. The rules are also designed to get the city out of the business of property upkeep. While it is believed there are up to 1700 vacant and abandoned homes and buildings in Tulsa, it is estimated thousands of properties would be subject to the new ordinances.
(Tulsa, Ok)--Even as its members were still casting ballots on the city of Tulsa's "final' offer, the Fraternal Order of Police finds a huge mistake and raises questions about the deal. The FOP's Ryan Perkins says the Chief's office told him there was a miscalculation of Federal JAG dollars. Ryan says it is an $800,000 mistake. The bottom line is the Mayor's promise of no layoffs cannot be met. Ryan says eleven officers will be laid off if the new number crunching is correct. Also three officers laid off last year would not be rehired. Ryan questions whether this was an honest mistake or an attempt to trick the union. Ryan calls the dealings with the city over the budget crisis a fiasco. He accused Mayor Dewey Bartlett of gamesmanship and adds he does not trust the Mayor's administration.

TULSA, Ok. - Tulsa Mayor Dewey Bartlett says police have options of agreeing to no layoffs but Ryan Perkins with the Fraternal Order of Police disagrees with the Mayor's allegation that the offer is fair. Perkins says, "We received something that makes it much more difficult for us to save those officers." The FOP was ready to take Friday's offer of a five-percent pay cut and concessions on comp time and take-home cars to a vote. Perkins says, then, officers heard Mayor Bartlett had another plan. "It seems like every time we takes a step forward, they take a step back," he says. The Mayor also says he wants to change how officers are dispersed, which he says will save money.

It was just the first of likely many such meetings over the next 25 days leading up to Bartlett's oath of office ceremony. TULSA, Ok. - AM 740 and FM 102.3 News/Talk KRMG's Steve Berg asks why would anyone want to be mayor, much less for free? But as people probably know, that's just what Kathy Taylor has done. She's taken no salary. A KRMG listener asked that question of the candidates last night: Would you do the same as Kathy Taylor. Tom Adelson says 'yes.' "I'm going to take it for nothing, but I know some of you may say I'll be overpaid at that level of compensation." A different response came from Independent Mark Perkins, but it still got some laughs. He said, "No. That would be a terrible financial move on my part." Finally, Republican Dewey Bartlett also says, no, he won't work for free. "This is an extremely serious job. Why would somebody want to take an extremely serious job that's gonna be consume my entire four years and my family's and not get paid for it?" Bartlett says one might be tempted to sleep-in some mornings if working for free.

TULSA, Ok. - Three candidates for the Tulsa mayor's job attended a forum last night at Clinton Middle School in west Tulsa. Republican candidate Dewey Bartlett says we need to live within our means and make sure trained police are not doing clerical work instead of police work. "We should move those officers out of that position and get them back in the street where they can accomplish the job that they were trained to do. Consolidate that position with other clerical positions that are manned by civilians," Bartlett says. All three candidates say they don't want to decrease the number of cops on Tulsa streets.
(Tulsa, Ok) -- T-minus 4 weeks and counting until the general election. Tulsa mayoral hopefuls Tom Adelson and Dewey Bartlett sparred in front of members of the Tulsa Retired Educators Association Tuesday morning. Adelson acknowledged the next mayor will face significant budgetary challenges. Bartlett pledged to create jobs and manage the city properly without raising taxes. The election is November 10th.

(Tulsa, Ok)--He is the first to enter the race for Tulsa's Mayor, but no one expects Dewey Bartlett will be the last. The Republican former City Councilor says he wants to stop the partisan bickering and unify Tulsa. He says creating jobs will be a priority. While he is in the other political party, Bartlett has long been a fan of Democrat Mayor Kathy Taylor. In fact Bartlett admits if Taylor was seeking a second term he would not be in the Mayor's race. Also he refuses to be critical of Taylor and adds he would also take a business approach to running the city.

The city of Tulsa spent $10 million on overtime in 2007. Some believe the amount of money shows overtime expenses are out of control but Tulsa Mayor Kathy Taylor says the numbers do not tell the entire story. Taylor says the city has a $500 million budget. "It is a very complex issue and to simply grab one number and say that someone is not watching the store is not a very sophisticated way to analyze our financial situation," says Taylor. She explains in some of the examples of overtime, the city paid workers for extra hours instead of hiring additional employees with added costs like insurance, FICA benefits, retirement and uniforms. Taylor says, "Managers manage their overtime to see whether it is more efficient to use ovetime or to in fact hire an additional new employee and in some cases they aren't able to." Plus the 2007 overtime numbers reflect the December ice storm which Taylor says she authorized.
Despite the hefty overtime price tag, Taylor says the city still met its budget and steps are taken monthly to review and examine overtime and staffing expenses. She says the city has specifically looked at overtime at the airport which represents some of the serious overtime offenders in 2007. Taylor says the expense is part of a federal mandate but already overtime costs have been cut by 50% in the past quarter.

New developments Tuesday morning with the downtown Tulsa ballpark and the trust proposed to oversee the facility. Some Tulsa city councilors voiced concerns about the board membership. Mayor Kathy Taylor's husband, Bill Lobeck, was to be part of the board. Some of the city councilors did not want Lobeck on the trust calling it nepotism. Mayor Taylor's Communications Director John Durkee says it is no longer an issue, "After meeting with his wife last night, Bill Lobeck told her he would decline to serve on the trust authority so no he is no longer a member of the trust." Mayor Taylor is still a member of the proposed ballpark trust because of her elected position.
KREBS, Okla. (AP) - The mayor of Krebs has been arrested on a complaint of a convicted felon in possession of firearms.
Krebs Police Chief Dennis Cook says 54-year-old Kent Vicars was taken into custody without incident on yesterday.
Vicars was booked at the Pittsburg County Jail on a complaint of possession of firearms after a felony conviction after officers executed a search warrant and found 18 guns.
Cook says Vicars' felony record stemmed from 1981 cases. His previous conviction record included aggravated assault and battery on a police officer and assault and battery with a dangerous weapon.
Cooks says officers found rifles, shotguns and pistols at the mayor's residence.
Prosecutors say they plan to file charges of a convicted felon in possession of a police scanner and of firearms.
(Tulsa, OK) -- Tulsa's mayor says a ballpark negotiation extension is necessary. City councilors who wanted more time before last week's vote on the stadium financing plan are upset with the extended deadline. But Mayor Taylor says the vote shows team owners and backers progress is being made. She's confident a deal will be made, saying the extension is so all issues can be tied up before a signed agreement. The new deadline is August 8th.
