Tulsa's Top Cop Search Begins Friday

A search for Tulsa's next chief of police begins tomorrow.  Tulsa Mayor Dewey Bartlett says at the same time he launches the search, he is also changing how the police chief job is classified for the city.  Interim Tulsa Police Chief Chuck Jordan has held the position the past 6 months.  Jordan says he will apply for the position.(Interim Police Chief Chuck Jordan is pictured)

The next chief will be hired under the civil service system giving the person in the top cop seat more job protection instead of the current at-will position.
"I think it is extremely important that both the police officers, the police union and the public understands that the police chief will be there no matter who is in the mayor's seat," says Bartlett.
He also cited the federal indictments unsealed this week against four current Tulsa Police officers and one former Tulsa Police officer in his decision to make the change.
"This is a position that must have some consistency especially in light of the alleged corruption problems we are having.  The last thing we need now is for officers and the public to think that if and when- whenever a mayor is sworn- in we will have a new police chief," says Bartlett.
The decision to put the top cop job in the civil service system reverses a decision made by the previous administration and former Mayor Kathy Taylor.
He says he considered the change and the timing of the announcement too.
"I thought it was best for us to get through the budget situation and also we needed to get through the negotiation of the union contract with the Fraternal Order of Police and we got through that.  I did not think it was really the time to divert attention from those two important subjects," says Bartlett.
The mayor adds the search begins Friday and hopes to have the search completed and the position filled within two months.

Legacy of a Lay-off

Tulsa Police officers may be back on the job with today's swearing-in ceremony but the legacy of a lay-off lingers.  One of the 51 officers sworn in Friday is Officer Matt Arnold.  He admitted it was hard to forget about losing his job 6 months ago and he was apprehensive as he walked into the swearing-in ceremony.
"I was more frustrated that this happened at all but a lot of those feelings kind of went away and it was just a feeling of pride to be apart of this.  And when you think about it, so many people who got laid off and had the opportunity to go some eslewhere and wanted to stay in Tulsa," says Arnold.

While he is back on the job and employed full-time, his life is not back to normal.  He admits the lay-off meant sacrifice and was tough on his finances and his family.  Arnold explains he initially worried how he would support his family and take care of his two youngs sons.  "It was a huge strain on my marriage.  My wife and I are not even sure we want to stay together now and it was not only because of the layoffs but the stress financially from the layoff definitely is a big part of our trial separation now," says Arnold.

Another round of Tulsa Police officers will be sworn-in on August 2nd.  "And job security is something that is definitely at the forefront of our minds and we put that aside to come back and do the job we love and serve a community that we love," says Arnold.  He says he did not want to do anything but work for T.P.D but recenlty took a job with the Tulsa County Sheriff's Office.  Ironically, he completed his training with the county on the same day he was sworn-in again with the Tulsa Police Department.

TULSA, Ok. - Tulsa has recorded 24 homicides to this point in 2010. That's good news when you compare it to 34 that were recorded by this time last year. The FBI says 1,180 people have been murdered in Tulsa in the past 30 years and 957 of those homicides have been solved, which is 20% above the national average. Tulsa Police Homicide Sergeant Mike Huff says in all but a few cases, the killings have one thing in common. Huff says, "Most people know the person that killed them." He says homicides are harder to solve these days because criminals are smarter about crime scene evidence and sometimes pick up shell casings. Plus, he says people are more reluctant to get involved as witnesses than they were 10-15 years ago.

The victim collapsed nearby and was taken to the hospital. Police are looking for two suspects in the shooting.

TULSA, Ok. - Turns out, there are more Tulsa Police Department retirements and resignations than officials expected. The force is down more than 150 officers after 92 layoffs and 61 retiring officers are not replaced in the last year and that could mean a delay getting an officer out to help crime victims. Deputy Tulsa Police Chief Daryl Webster says, "Higher case loads. It takes longer to work a case and as I'm sure you know, the longer it takes you to begin working a case and the longer you have to work a case, the more difficult it is to bring it to a successful resolution." TULSA, Ok. - There's been no shortage of shootings in Tulsa lately. Bullets flying again last night, this time it was near 51st and South Sheridan. Police say a man pulled his pickup truck over when he suddenly realized he'd been shot. Tulsa Police Corporal Bruce Burton says they don't know if it was road-rage or something else, but it sounds like there's at least a possibility it could be random. "They found a 20-year old man that had been shot once in the arm and he had been fired upon by the shooter who also fired upon his truck and hit the kid in his arm. We don't have any real suspect information. The kid was kind of disoriented as to exactly what happened or even where it happened," Burton said.

By the way, Swyden is accused of similar crimes in Creek County. He was out of jail on bond.

TULSA, Ok. - Sgt. Huff says, "In my 35 years, I have not seen a situation like this and it's certainly not a solution to any problem. It's created a huge problem." He points out his department of 13 homicide detectives has 6 minorities and already has a high turnover. TULSA, Ok. - Several gunshots were fired from the parking lot into Moe's Grill at 547 South Lewis around 10 p.m. Tuesday night. Tulsa Police Sergeant Robert Heidlage said, "A couple of individuals had fired shots into the front of the convenience store and fortunately didn't strike anyone inside the store or outside the store. The surveillance system on the convenience store actually showed the two suspects go across the parking lot and firing rounds into the front of the convenience store. They fled the area on Sixth Street. There is some indication from talking to the owner of the convenience store that he had received some threats since that killing occured (a week ago tonight) and that there's possibly a connection to that killing and the shooting that occured there tonight that it could be a retaliatory incident." Heidlage said the two suspects were both black males. One was wearing a long, blue-collared shirt and baggy blue jeans. The other was wearing a black shirt with writing on it that said "no" and that individual also wore a large, gold chain with baggy blue jeans and a blue hat. Heidlage said it's possibly related (to the homicide on May 18th) as a retaliatory incident and as the investigation continues it could move to develop suspects. Walker says, "It ought to stand as a warning that it doesn't matter what day and age we're in, cops still like catching robbers." The witnesses heard some more shots fired as they were going back out of the store and they went back and found that one of their co-workers had been killed," Tipler said. About an hour later during a search of the area, officers had traced a man who ran away from them to a house near 21st and Pittsburg where he was let inside and apparently was allowed by the resident to change his clothes. He was arrested by police when he came out of the house. Police searched the area and found a pistol. Witnesses were unable to positively identify the suspect but he was taken in for questioning. Two other people were robbed near the restaurant after the Rib Crib shooting. Police are looking for the other suspects.

Tulsa Police Captain Karen Tipler said the shooter, who is a former Okmulgee County reserve deputy, was inside Moe's Grill near 5th and South Lewis yesterday evening about 7:15 when he recognized another man who was inside the store and an argument started. "At some point, he pulled up his shirt and told the guy, 'hey, you know you can get some of this' and he was fearing for his life, so he pulled his gun and made sure that if the gun battle was going to ensue, he was going to be on top of it," Tipler said. The victim was shot and died at the scene. Neither man's name has been released. Police took the shooter and another man in for questioning.

A man forces his way into a Tulsa home in the early morning hours on Tuesday and attacks a woman.  Tulsa Police say the 47-year-old woman was beaten during the home invasion and was throwing up blood when officers arrived a little before 4am.  She reportedly told police she opened her door thinking she knew the person who was knocking and then he forced his way into the home.  The woman was severely beaten and kicked in the stomach says Tulsa Sergeant Robert Rohloff.
"The suspect stayed in the house for a little bit.  (He) took jewelry, purse, cell phone and fled the scene.  She did not have a very good description of him but maybe a black male in his 30's, 5'6" to 5'9" with dark clothing and his face covered," says Rohloff.
He adds the man had enough time to ransack the home near Lewis and East 30th Street North but he says police do not have a suspect.

UNDATED - Lawmen chased a stolen car driver from near the homicide scene near 61st and South Peoria all the way to Chouteau, Oklahoma, at speeds reportedly exceeding 100 miles an hour. The car was stolen near 5700 South Peoria right after the shooting about midnight this morning. The chase ended when Chouteau Police planted stop-sticks in the roadway and flattened the front tires on the car. The News On Six's Gary Kruse says, "Two people were taken into custody. The stolen car was not badly damaged. There were no injuries of any officers or any property damage. As it turned out, it was just a stolen car that happened to be spotted so close to where the fatal shooting occured." Kruse says the chase covered over 40 miles and included efforts by the Tulsa Police Department, the Oklahoma Highway Patrol and the Chouteau Police Department.

TULSA, Ok. - An 18-year old man died and a 20-year old woman was wounded when someone opened fire into a Tulsa apartment overnight. The shots were fired around midnight this morning near 1100 East 61st. Tulsa Police Captain Travis Yates says, "(The) door was open and the next thing they knew shots were being fired inside the apartment. Nobody saw anything. We don't have any suspect description, we don't have any vehicle description at this time, but there were multiple rounds fired inside the residence. Unfortunately, we did have a victim that was deceased from that." Yates says the deceased victim died at the hospital. The female who was shot in the foot is expected to survive. Yates says 25 officers showed up at the scene to help calm some of the people who knew the victims.

TULSA, Ok. - Police say they were on patrol in the 1100 block of North Cheyenne last night when they heard the shots firsthand. Seconds later, they found the victim dead in the street, surrounded by friends who said he had called them to say he was having a dispute with someone. Tulsa Police Sergeant Steve Stoltz said, "When they arrived on scene, they saw the suspect, black male in his 20's, wearing all black, shot the victim several times." The friends told police the shooter shot the victim several more times as he was on the ground and then fled. They say when the victim called them, he never said the name of the person he was having a dispute with.  Police have identified two persons on interest:  19-yearold William Hurt (pictured left) and 22-year-old Jerlon Morgan.(pictured right)

TULSA, Ok. - Vandals struck in several places near 3100 South Harvard overnight. The News On Six's Gary Kruse reports vandals set a vehicle on fire and slashed tires at several locations in the same general area. "One officer was flagged down and started interviewing some people about seven vehicles that had all four tires slashed behind a medical center near 33rd and Harvard," Kruse said. One van was burned and another van had the window smashed out at Christ United Methodist Church at 3500 South Harvard. Attempts were made to damage several other vehicles that were parked at the same location and at the Wendy's Restaurant just east of 31st and Harvard. No one has been arrested.

TULSA, Ok. - Being in the right place at the right time helped police nab three suspects from an armed robbery. Tulsa Police Sergeant Jeff Davis says after a man was robbed at gunpoint near 31st and Sheridan about midnight this morning, shots were fired and an officer nearby spotted a vehicle speeding away. "Decided (it) looked suspicious enough that he would follow it. Followed the vehicle, got on the radio, let the officers in the area know. About the same time, Southside had a robbery go out. Same description," Davis said. The Broken Arrow Expressway was shut down near Harvard while officers arrested the three suspects at that location. Police recovered items allegedly taken in the robbery and the victim identified the suspects as the ones who robbed him.

(Tulsa, OK) - Two people were critically injured when a pickup truck smashed into a retaining wall near 33rd and Memorial early Wednesday morning in Tulsa. The passenger compartment of the truck was crumpled like an accordian between a retaining wall and a thousand pound welder that was mounted on the bed of the truck.

Terry Motta, a nurse at a nearby specialty hospital, heard the crash while inside her building and rushed to the scene to try to help.

"It sounded like a huge explosion with everything that's been going on around everywhere. I thought it was an explosion, at first," Motta said.

Police say the driver of the pickup was at a nearby bar and gave a woman at the bar a ride home. They say she was not wearing a seatbelt. Both are in critical condition.

TULSA, Ok. - Tulsa Police tracked down six people to a Tulsa motel and questioned them about some recent robberies. Information from a pizza delivery robbery early this morning near 31st and South Hudson led police to the Regency Inn motel near Skelly Drive and Memorial. Tulsa Police Sergeant Sandy Bayles said, "There was a room number that these individuals were supposed to be at. As officers were setting up, the suspects came out of the Inn and were taken into custody." Bayles said officers were questioning this morning's suspects about a similar pizza delivery robbery last night.

(Tulsa, OK) - Police say a spray of bullets at the Soul Brothers Carwash left two men injured on North Peoria Sunday afternoon.

One man was hit multiple times in the arms and legs and another had a gunshot wound to the face, but despite roughly 100 witnesses, police say none of them are cooperating.

"Y'know when you pull on the scene, and you see all these scores of people out there and you think, alright, we're going to be able to get to the bottom of this one, and you talk to people, and nobody wants to talk, it's quite frustrating," said Officer Jason Willingham.

The man who was hit in the arms and legs was found at a nearby house. The man who was shot in the face was taken to a hospital by a private vehicle.

Hear more from Councilor Jack Henderson about "no-snitch" problem and need for community policing

"The madness has to end," said District 1 City Councilor Jack Henderson.  "And the only way it's going to end is we have to join together, unite together, tell what we know and get the bad guys off the street."

Henderson says more community-based policing might help increase the atmosphere of trust between residents and police.

A Tulsa family makes the claim that their son was molested by a school employee and police are investigating the allegation.  The family of a student at Skelly Elementary in Tulsa reportedly filed a police report last week saying their son was touched inappropriately.  On Tuesday, detectives showed up at the employee's school with a search warrant.  "Tulsa police officers of the detective division executed two search warrants yesterday.  One at a Tulsa Public School and one at a private residence," says Tulsa Police Captain Jonathan Brooks.

A computer was reportedly taken and Brooks says any evidence seized is being examined.
Brooks says detectives are doing more interviews today.  "They are interviewing other witnesses and potential victims that could have been involved in inappropriate activity but as of right now there is only one victim," says Brooks.

The employee at Skelly Elementary is suspended with pay while Tulsa police investigate and the district is not identifying the individual.

TULSA, Ok. - A carjacking got worse early Wednesday when the carjackers crashed the stolen vehicle into a house and ran away. The carjacking started about 2 a.m. near East Latimer Street and North Florence Place. The News On Six's Gary Kruse says, "When they stopped, the men came up to them. One of them pulled a gun and demanded the car. The woman and the daughter were both able to get away. The car took off." Kruse says the car crashed about three blocks away near 1100 North Florence. It's believed that the suspects jumped out of the car and fled on foot but a canine search of the area failed to find them.

The word dangerous is used to describe the man shot yesterday by Tulsa police at a motel.  Authorities say they were trying to arrest Denny Phillips on a federal weapons charge when he pointed a gun at officers and officers fired back.  Now we know that Phillips is a 'person of interest' in two high profile crimes including a multiple murder in Oklahoma City.

Phillips was shot in the abdomen and is in serious condition at a Tulsa hospital.  In the meantime, the Tulsa County Sheriff's office is investigating the officer involved shooting.  Authorities spent the day at the Tulsa motel after getting search warrants for Phillips' motel room and vehicle.

Tulsa County Sergeant Shannon Clark says, "He is considered to be a dangerous individual based on his prior history."  Clark says a guard is posted outside of Phillips' hospital room.

Phillips is considered a 'person of interest' in the murder of four people and two unborn children in Oklahoma City back in November.  One of the pregnant women was Brooke Phillips, a woman featured in the HBO reality series 'Cathouse' and a Nevada legal-brothel.  He is also a ' person of interest' in the burglary of Sergeant Mike Huff's home last week where guns, police gear and family heirlooms were stolen.

Pending the outcome of the investigation, Tulsa K-9 Officer Jack Pike and Tulsa Detective Victor Regalado, who both fired at Denny Phillips are on routine administrative leave.

There are goals and then there is the budget.  We are being told the two might not be the same.  Tulsa Police Chief Chuck Jordan said last week he wanted to bring back nearly all of the 89 officers who were laid off in January.  While that is apparently still the case, Tulsa Police Captain Jonathan Brooks says they will have to wait to see what dollar amount is approved for the budget and how that translates to the number of cops.
"Our hope would be to return all of the laid-off officers but we just don't know if that is feasible in the current economic conditions that the city of Tulsa if facing right now," says Brooks.  Mayor Dewey Bartlett told us there is no specific number in mind.  He says they'll assess how the department is doing with the current number of cops, and go from there.

Former Aide Cops to Cop Grant Misunderstanding

A former staff member for the Tulsa mayor takes the blame but it may not stop the probe into another member of the Mayor's staff.  Former aide Stuart McCalman wrote that he takes responsibility for the problems and misunderstanding at city hall in how the JAG grant could be used in an email late Sunday night to Tulsa Mayor Dewey Bartlett.  City Councilor Bill Christiansen, who has read the email, says it should not change the council's probe into whether the Chief of Staff Terry Simonson misled or lied to councilors.  "I think it should continue not only for the citizens but also for Mr. Simonson and the Bartlett administration to hopefully clear this thing up and then we get on down the road and do the business of the city which we so desperately should be doing and are doing," says Christiansen.

While McCalman's mea culpa may have erased some doubts about this mess, Christiansen still wants answers.  He wants the council probe to continue saying there is still the issue of the letter written by three deputy police chiefs.  "This probe was started because the three assistant chiefs of police wrote a letter stating that they felt there were some misstatements made by people in the administration," says Christiansen.  A retired Owasso police officer has been hired to look into the issue and report back to the city council.

Plan to hire back cops

(Tulsa, OK) - Tulsa Police Chief Chuck Jordan plans to hire back nearly all of the laid-off cops starting July 1st.

Both a police department official and a Mayor's Office official stressed the idea is still tentative.  But during an announcement to his police managers at the department's regular CompStat meeting last week, Jordan said his goal is to boost the police workforce from its current estimated number of 702 officers to roughly 786 officers.

Jordan said he'd also like to get the police academy staffed again soon, although a police spokesman said the police budget that will be presented to the city council this week does not specifically call for that.

The FOP's Laurel Ledbetter says e-mails have gone out to all of the laid-off cops to get their current contact information so they can be ready when the time comes to make job offers.  But a police department spokesman

If some of those cops have gone elsewhere, they'll have to get the academy up and running and that would take awhile.

"You're looking at anywhere from 24, 25, 26 weeks of the academy and then another 16 weeks in field training," Ledbetter said. "So, theoretically fall of 2011, we can get some new recruits out," Ledbetter says.

The police budget will be presented to the city council this Thursday.

TULSA, Ok. - The city of Tulsa settled a federal lawsuit filed against three Tulsa police officers. The 2008 suit, filed by the mother of a teenager, claimed the officers used excessive force, leaving the teen with hearing and vision damage. City Councilor Rick Westcott says the settlement will be discussed this morning during a city council committee meeting. "We are not being asked to approve the settlement that is outside the scope of our authority. All we are being asked to do is to approve payment of the settlement," says Westcott. Tulsa's mayor has already approved the 150-thousand dollar settlement without any admission of guilt by the city or officers. The money will come from a fund used to pay judgements, or settlements, against the city.

A Tulsa firefighter retires hours after KRMG starts working on a story about criminal charges filed against him.  Jon Piard is a 25-year veteran of the Tulsa Fire Department but a spokesperson says Piard retired effective 11am Friday morning.  He was arrested Thursday on arrest warrants for allegedly hitting and trying to strangle his adult daughter.  "She attempted to flee the residence. He tackled her and drug her back into the garage and again jumping on top of her and strangling her with his hands and told her he would kill her if she ever called 911," says Tulsa Police Officer Jason Willingham.  He says Piard faces four charges that include domestic assault and battery.  KRMG did a search of online court documents showing a protective order issued in Oklahoma County against Piard in February and then an emergency protective order issued this morning in Tulsa County against Piard.

TULSA, Ok. - A 16-year old girl is the victim of a shooting across the street from Tulsa McLain High School. Tulsa Police say the girl was sitting inside a car yesterday afternoon when people in a maroon SUV drove alongside, made gang-related comments and then fired a shot that hit the girl in the side. She was hospitalized. If you can help police find the suspects, call Crime Stoppers at 596-COPS.

TULSA, Ok. - A man inside a car keeping police at bay with a gun to his head for over three hours is shot and killed when he points the gun at police. The Tulsa Police Special Operations Team responded to the scene near 3100 North 74th East Avenue around 7:30 last night. Tulsa Police Officer Jason Willingham says, "The entire time he would get in his car, he'd stand up, walk around a little bit, then he's go back and sit down, the whole time holding a gun to his head until that last second he pointed it at officers." Willingham says a Special Operations Team sniper shot the man who died at the scene. The names of the dead man and the shooter may be released later today.

TULSA, Ok. - A Tulsa Police traffic stop turned into an alleged drug bust early this morning. When officers stopped a car at 24th and Memorial around 3:30, they noticed an aroma wafting from the car. The News On Six's Gary Kruse says police "conducted a search at which time they found an AR-15 type rifle in the trunk and a sack containing approximately 50 pounds of marijuana." Kruse says the owner of the car was a passenger at the time of the stop. He persuaded the police to let the other people inside the car to go, but the driver could face charges for possessing the rifle and the marijuana.

TULSA, Ok. - AM 740 and FM 102.3 News/Talk KRMG's Steve Berg reports it might be small consolation if you're on the receiving end of the new E-Ticketing system, but it is more revenue for the city. They've got 30 days worth of E-Ticketing data that they've been going through and they've determined they wrote about 15-percent more tickets over the last month compared with recent months. Tulsa Police Corporal Will Dalsing says, "If we really look at the per-hour rate, I think 10-15% is certainly reasonable. I wouldn't be surprised if we don't go higher this year." They say they could be writing 25-percent more tickets once they get up to full speed with the system.

TULSA, Ok. - A man was shot and killed at a North Tulsa apartment complex. Tulsa Police Captain Shawn King says 47-year old Carl England died after being shot in the chest last night at the Comanche Park Apartments at 3635 North Quaker. Captain King says, "There was some kind of altercation between the suspect and the victim in front of one of the apartments. The victim was ultimately shot one time in the chest and died of his injuries." Captain King says the shooting may have been a case of self-defense. He says investigators want to talk to 38-year old Parnell Jefferson. Police found his car near the scene and believe Jefferson left on foot. He was last seen wearing a light blue, plaid short-sleeve shirt.

(Tulsa, OK) - The Tulsa Police Department releases the results of the latest Citizens Attitude and Opinion Survey they conduct every three years.  Overall the department was given good grades with 69% of respondents saying they believe Tulsa officers are well trained.  70% said they also believe they are well educated.  When it comes to contact with officers 78% said they were treated politely and 52% were satisfied with the amount of time it took an officer to respond when called.  The numbers are mixed when it comes to feeling safe.  Most people feel safe in their own neighborhood with 86% responding yes to that question when they're outside during the day.  That drops to 59% when they are outside at night.  The numbers drop dramatically when asked what parts of the city they feel safe in.  Only the south side registered a majority of people that feel safe at 64%.  The same question for the east side found 28% saying yes.  On the west side it was 27% and the north side came in at only 12%.  When it came to the types of crime people wanted to see the department focus more on gang violence led the pack at 30% followed by violent crime at 23% and drug crime at 14%.

TULSA, Ok. - AM 740 and FM 102.3 News/Talk KRMG's April Hill reports banks, convenience stores and pharmacies are businesses targeted by robbers. In recent weeks, Tulsa has seen a number of pharmacy robberies. Tulsa pharmacist Boyd Stephens has been robbed before and says, so far, the industry has not been able to stop the crime. Stephens says, "They also break in when you're not open. I've had several pharmacies that I've managed that are broken into in the night and the reason why that continues to be a popular idea is because the chances of being caught are slim."  Stephens says you can't stop access for those who legitimately need the medication and that opens up opportunities for criminals. He says better security measures can help catch the criminal and then tough enforcement is needed.

TULSA, Ok. - A man dressed in a blue jacket and a blue stocking cap is the suspect in the armed robbery of a Tulsa convenience store. Tulsa Police Sergeant Mark Mears was on the scene about 10:30 last night at the Stop-N-Shop at 61st and South Garnett. Mears says, "He implied a weapon. The clerk never actually saw one. I don't know what the exact loss was. It was cash, no one was hurt." Mears says the suspect left the store southbound in a white Buick.

Both Larry and Larita Barnes (shown) have since been released. Federal prosecutors claim that Officer Henderson and Agent McFadden gave drugs to an informant named Ryan Logsdon and told him to say he had bought it from the Barnes'. Henderson is currently on paid leave. McFadden resigned from the ATF last year. Neither has been charged with anything as yet.

He was placed under arrest for questioning.

TPD Now Using Electronic Tickets

(Tulsa, OK) - The Tulsa Police Department is using new technology to write traffic tickets.  The department's motorcycle unit has been using electronic ticketing for about a month to help work out kinks in the system.  Tulsa City Councilor John Eagleton was the main proponent of making the switch.  Eagleton believes it will help the department increase enforcement of traffic laws and that in turn will lead to better public safety.  It is also believed it will increase the safety of both the officer and traffic violator by decreasing the amount of time it takes to complete a traffic stop.  For one violation it isn't much faster than the old paper tickets but when there are multiple violations it will save a great deal of time over the old system.  The devices also decrease the number of errors because they scan coding on the driver license, tag and vehicle identification number into the system.  At the end of a stop a paper ticket is printed out but that is also saving the department money when compared to a traditional ticket.  One other feature of the units is the ability to take a picture of the violator so there is no question in court if they are the person that received the ticket.  The devices are now slowly making their way into the rest of department's fleet.

TULSA, Ok. - For the second time in ten days a Tulsa drug store is the scene of a robbery. A man robbed the Walgreen's at 15th and Lewis around 10 last night. Tulsa Police Sergeant Gary Otterstrom says, "A white male wearing all dark clothing entered the store and went immediately to the pharmacy. When he arrived at the pharmacy, he was wearing a ski mask with colorful objects on it." Otterstrom says the suspect implied that he had a gun before he took Oxycontin and Hydrocodone pills from the pharmacy and left the building westbound. Otterstrom believes the suspect had a car waiting for him on the church parking lot behind the store.

TULSA, Ok. - Thieves apparently trying to steal guns at a Tulsa gun store don't get away with it early this morning. Tulsa Police Corporal Bruce Burton said the suspects used an apparently stolen flat-bed truck to smash in the front of the Sooner Gun Store near 61st and South Mingo. Burton said, "They just crashed it in. There were a lot of glass that remained on the bed of the truck so we know that that's the truck that they used." Burton said he and another officer in another patrol car followed the suspects who were leaving the store just before police arrived. Four people were arrested. Nothing was taken in the break-in because the guns were locked in a vault inside the store.

Secrist said, "He had tried to gain entry into a house and the homeowner came out and held him for us until we were able to take custody of him." The crash caused the other vehicle to overturn but the driver was only shaken-up.

TULSA, Ok. - Parents are relieved now after their 6-year old daughter Angelica Renee Torres went missing from her home near downtown Tulsa, but was found 3 hours later after a major search by her family, Tulsa Police and Tulsa firefighters. Tulsa Police Sergeant John Adams said the girl was outdoors about 8:30 p.m. Wednesday when her parents decided it was time to go inside, but the girl wanted to keep playing. Adams said, "A lot of officers on the ground, got the fire department out, canvassed the whole, entire area. Incidents like this, bad weather approaching and all, it would have really been a benefit to have a helicopter. We could probably have found her a lot quicker than we did." Adams says the girl got lost in the neighborhood, but later walked up to an officer who had been looking for her in the area of North Peoria and East Independence Street. The officer said he knew it was her from her clothing description that her parents had provided.

TULSA, Ok. - Two men were jailed and their vehicle was seized by Tulsa Police after a traffic stop lead to the recovery of alleged cocaine and methamphetamine. It all started about 10:30 p.m. Wednesday near 31st and Highway 169 when police made a traffic stop and searched the vehicle. Later overnight, a police canine officer received a possible minor injury when an alleged drunk driver rear-ended his police car as it was stopped for the traffic signal at 11th and Sheridan. The collision knocked the police car about 15 feet and almost into the intersection. The woman failed a field sobriety test and was taken to jail.

TULSA, Ok. - Vandals operating under the cover of darkness sliced tires on parked vehicles overnight. The News On 6's Gary Kruse says the damage was inflicted on vehicles parked in a neighborhood near 3100 South Braden. Apparently, when they did the one car that just had the one flat, the dogs of that homeowner started barking and scared them off." Kruse says no one has been arrested.

TULSA, Ok. - A man with a knife robbed an East Tulsa convenience store and a home in rural Sapulpa was gutted by fire. The News On 6's Gary Kruse arrived right after the All-Star Store near 21st and 129th East Avenue was robbed about 1:40 a.m. today. Kruse says, "He came in, demanded cash and took cash and a couple of cartons of cigarettes and out the door he went. No one was hurt." No one has been arrested. About 10:45 p.m. Monday, Sapulpa firefighters had to haul water from about a mile away to extinguish a housefire near 83rd Street South and South 177th West Avenue. The man who lives there returned home and opened the door to find flames rolling out at him. He was not hurt.

TULSA, Ok. - A stabbing early this morning may be the result of some gang activity. That's what Tulsa Police Corporal Mark Shelton said after the stabbing at the Apache Manor Apartments at 2402 North Marion around 2:30 a.m. Shelton says, "After a brief struggle, the victim was stabbed in the side just above the hip. He was transported to (a hospital) and is considered to be in good condition." Shelton says the victim refused to cooperate in the investigation.

TULSA, Ok. - The Tulsa police union is suing the city over money the union alleges the city owes officers for the use of police cars. In 2008, the city decided to make officers pay to drive their police cars to their off-duty jobs. The city started taking $30 a month from the officers' paychecks and the police union believed that violated their contract. Last November, the arbitrator agreed and said the city should stop charging the officers, plus reimburse them. But that has not happened so the union is asking a judge to make a ruling.

A suspicious fire damaged a house early this morning near 25000 E. 6th Street in Wagoner County. Oak Grove and Catoosa firefighters responded along with Wagoner County sheriff's deputies. The homeowner who was in Tulsa was called by a neighbor and told that his house was on fire. The fire damaged one bedroom in the house and there also was smoke damage throughout the house. TULSA, Ok. - A man who may be responsible for several recent armed robberies was apprehended thanks to an alert citizen. Tulsa Police say it may be the same man who tried to enter the Papa John's Pizza at 11th and Delaware last night and about thirty minutes later robbed the Sonic Drive-In at 38th and South Harvard. The suspect forced a carhop to go inside the business where he fired a gunshot into the ceiling but no one was hurt. He took cash and left. A citizen followed the suspect and called police. Police later spotted the suspect's vehicle and stopped it. That's when they found evidence inside the vehicle that allegedly was connected to the Sonic robbery. Police arrested the passenger who was inside the vehicle. Police believe the passenger may have been responsible for robberies at two other Sonics and a Braum's Restaurant in the last month. The driver was not arrested.

Goforth says, "And once outside, they tried to get them to leave the property and they refused to leave the property. One of the Hispanic males pulled a knife. The security guard ended up getting stabbed four times." Amazingly, doctors told Police the security guard probably won't even need surgery, even though he was stabbed in the chest. The four suspects are still at large.

TULSA, Ok. - AM 740 and FM 102.3 News/Talk KRMG's Steve Berg reports around 5-thousand people are expected to converge on downtown Tulsa for St. Patrick's Day celebrations. Tulsa Police say they will be there as well, looking for drunk drivers. Officers say the holiday usually leads to an increase in DUI's, along with collisions. They'll be focusing on the entertainment districts along Cherry Street and Brookside as well. They say they made about two dozen St. Patrick's Day arrests last year. The Oklahoma Highway Safety Office is providing overtime funding for Tulsa Police.

(Tulsa, OK) - The Tulsa Police Department is expanding its outreach program to Hispanics.  Major Paul Williams says they started in east Tulsa because Hispanics were being targeted by criminals but were afraid to come to the police and report crimes.  Williams says many Hispanics are now coming forward when they are victims so the department is now taking the program citywide.  He points out that while Hispanics are often singled out by criminals those same bad guys pose a threat to the entire community.  Posters are now being put up in businesses on a voluntary basis.  Those posters are in Spanish and contain information about how to contact police and tips to prevent becoming a victim of crime.  Williams says they are not the immigration police and the department wants anyone that is the victim of a crime to report it.

TULSA, Ok. - The mayor says he intends to investigate whether the city can hire some officers, perhaps sheriff's deputies, on a contract basis and for less money than police officers are paid. Mayor Bartlett says, "I'm not trying to break up a union or I'm not trying to merge the sheriff's department into the Tulsa Police Department. I'm not trying to do that at all. I'm just wanting to make sure that we've looked at whatever options we have available to us to provide good public safety for the citizens of Tulsa." The mayor said he would ask the feds about whether he can use federal grant money to hire deputies for city police work. The city has laid off 89 officers who are eligible to be rehired.

Several other units were damaged and later the HazMat unit was brought in. District Fire Chief Mike Bailey said, "Obviously, it's under investigation. Officers say the car then drove away. U.S. 169 at Admiral was down to one lane as emergency workers responded to the scene. Lewis was transported to a Tulsa hospital where he was pronounced dead. TULSA, Ok. - AM 740 and FM 102.3 News/Talk KRMG's April Hill reports two Tulsa men have quite a story to tell at the water cooler today. Saturday afternoon, the engine of their airplane died. The only possible safe landing in site? The Arkansas River. Flight instructor Homer Woolslayer says they were landing with little time to think. He said, "We put it on some sand and then went off into the water. I just kept the nose high and I couldn't remember if Lucas had put the wheels back up for a water-type landing or what. There wasn't much time to think about it." Woolslayer and his student Lucas Galan were stuck on a sand bar until rescuers could get to the two by boat. On shore, Galan's brother Nick was left shaking his head in disbelief. Nick Galan said, "That's insane. I can't believe he's still, like, standing right there smiling about it." Federal investigators are looking into what caused the plane's engine to fail.

When firemen arrived at the scene, they found smoke and flames shooting up to 30 feet in the air from an upstairs apartment, but the fire quickly spread to other parts of the building. The News On Six's Gary Kruse says, "One Red Cross official said they have a room full of people they are talking with and because of the number they may wind up opening a shelter for those that are displaced by the fire." Kruse says a couple of firefighters may have been temporarily overcome by smoke and were treated at the scene. Tulsa Police Sergeant Clay Ballenger said, "Officers were able to go through the smoke and get the people out. One officer even carried a baby out because the lady had too many children to carry out so we're really glad they got here quickly and got everybody out as far as we know." Firefighters spent about an hour getting the fire under control. A fire investigator was called to determine what started the fire.

She says they need to get a killer off the streets. "And for people in Tulsa to realize that they don't have to be afraid if they just speak up and say 'I know who did it,'" McCaskill says. Tulsa Police are used to uncooperative witnesseses, but they say this is one of the worst examples they've seen.

(Tulsa, OK) - The Tulsa Police Department swears in 35 officers Monday that were laid off in January.  The rehires were made possible by a $3 million federal grant that will last 17 months.  Wyatt Beaty is one of the officers that is now back on the force.  Beaty says he's glad to have his job back but says the feeling is bittersweet because there are still 89 fellow officers that are still out of work.  He says police work is a calling and he took a pay cut when he went from a sales job to being an police officer.  Beaty points out the grant is for positions, not individuals, so he could still be laid off at any time.

TULSA, Ok. - AM 740 and FM 102.3 News/Talk KRMG's Steve Berg reports not only did no one seem very concerned about reporting the crime, police were stunned that people at the scene were actually interfering with efforts by officials to tend to the victim. Tulsa Police Sgt. Mike Eckert said, "While we're trying to work the crime scene, and actually Tulsa Fire and EMSA are rendering aid to the shooting victim, people are trying to walk over the top of him and push around the EMSA and the firefighters as they're rendering aid to get to the window and get their food. This took place right in front of the business in the light of the business, but no one had any information to offer to us. So right now, we don't have any suspect information." 27-year old Valentino Verner later died of his wounds at a Tulsa hospital. He was shot around 3 a.m. Sunday at the Chicken Hut restaurant near 1500 East Apache Street. Once again, the only description of the suspect is a man in a blue jacket with a hood.

TULSA, Ok. - A drive-by shooting sent the mother and the father of four children to the hospital Sunday. The shooting happened just before 3:30 p.m. near 1800 North Atlanta Avenue. Tulsa Police Officer Jason Willingham says numerous shots were fired with at least two guns while the couple's young children were inside the house. Willingham says, "Any shooting is disturbing, but anytime you have a home that's occupied by four children, all toddler aged and smaller, it is extremely disturbing and hopefully we can find those responsible for the shooting and bring them to justice." Willingham says at least four people were seen leaving the scene in a gold or light tan, four door, 2000 Pontiac Grand Am. He says police have no motive for the shootings. If you have information that could help police, call Crime Stoppers at 596-COPS.

TULSA, Ok. - Tulsa police are investigating an overnight armed robbery at a North Tulsa convenience store. The News On 6's Gary Kruse says it happened at Ben's Quik-Stop near 3000 East Pine about 11:13 p.m. Thursday. Police said three men, two of them wearing tan coats and the other man dressed all in black and two of them armed with pistols, came into the store and demanded cash and robbed the store and a customer who was there. No one was injured. Police used a canine to track the bandits for about a block to where the tracks disappeared. Police believe the suspects had a car parked there. No one has been arrested.

TULSA, Ok. - A suspended Tulsa police officer continues to be paid while laid off officers have no city paychecks coming in. Officer Thomas Fees (shown) has been suspended for three weeks on accusations of pointing a loaded gun at employees of a bar three weeks ago. The News On Six's Lori Fullbright spoke with Tulsa Police Captain Jonathan Brooks. He explains why Fees is not suspended without pay and why his salary is not given to a laid off officer. Brooks says, "It's not that simple because even though he's been accused, he's still afforded, just as every other person, due process." The city's legal advisor says you can't suspend someone without pay who is accused of a felony because that's taking disciplinary action from the start. He says they must wait until an employee is bound over for trial.
