42 pages of changes, clarifications and additions to the House Health Reform bill were released late on Tuesday night, as Democrats try to inch their way into position for a vote on a sweeping health care reform bill.

As of early Wednesday morning, no time or date had been set for a vote in the Congress, as Democrats are still trying to cobble together the votes for a majority in the House.

Meanwhile, the release of those extra 42 pages also coincided with the release of a House Republican health reform alternative that is 219 pages long.

As for the Democratic plan in the House, abortion remains a prime sticking point, as Democrats battle over what kind of restrictions to place on the bill, and whether the federal dollars involved can go to pay for abortion services.

One thing that stood out above all else in the extra 42 pages was a brand new energy tax, which would funnel $24 billion over 10 years into health reform.

"The Second Generation Biofuel Producer Tax Credit Act will modernize the existing cellulosic biofuel tax credit while ensuring that taxpayers get the biggest bang for their renewable energy buck by making clear that only qualified, non-food feedstocks capable of powering America's energy future are able to claim the credit," said a statement on the web site of Rep. Chris Van Hollen (D-MD).

Other changes to the bill include a new Medicare fraud and abuse hotline phone number that would go on every Explanation of Benefits sent to those in the program.

There is also a new effort to crack down on health insurance premium increases, by starting a new federal and state review of premium price changes.

If the feds and states decide that an insurance company has gone too far, they could start a review - the ultimate punishment could be that the insurer is banned from selling policies on the health insurance exchanges that would be set up in each state.

One final note - there is also new language concerning illegal immigrants and whether they are eligible for a special high risk insurance pool.
