No one can guard against everything. Not parents, not dog owners. Society strikes a balance, requiring what is "reasonable" from us all. Entering a powerful dog's territory invites risk. Their owners should take reasonable steps to mitigate. A six-foot fence is reasonable. But, if the dogs have a propensity for violence; a history of risk, reasonableness has a higher standard. Powerful dogs like pits with a propensity for violence have no place in a neighborhood. None. Their owners should bear both civil and criminal liability.
