TULSA, Ok. - They've been talking for weeks now. The long term agreement for housing City of Tulsa inmates in the county lockup is about to expire. Negotiators have not been able to reach a deal. Jail Board Trustee John Smaligo is handling the county side of things. Smaligo says, "I think we've had some positive, at least one positive, meeting since we got their counter offer. It seems like we're finally able to actually enter into some discussions about where each side wants to go with the future contract." One City of Tulsa leader has called the initial county offer "unacceptable". Smaligo admits that there are several obstacles between the sides to overcome. The existing contract has been extended a couple of times. The deadline to reach a new agreement is September 1st.
