JAY, Okla. (AP) _ An Ottawa County man has been charged with
trying to hire an undercover narcotics officer to kill his
 ex-fiancee.
     Prosecutors charged 51-year-old Ricky Dale Payton of Miami on Wednesday with solicitation for first-degree murder.
     He's accused of offering $2,300 to undercover agent Brian Surber
to kill 43-year-old Shari Clapp.
     Surber says in an affidavit that he met Payton Monday in Grove
and Payton said he would provide a gun and bullets.
     Payton is in jail on $1 million bail.
