TULSA, Okla. — The Tulsa Police Department (TPD) said their fugitive warrants team is trying to track down 64-year-old James Tracy Gainer.
Gainer allegedly beat a man to death at an apartment complex near 51st and Lewis on September 1, 2018.

TPD said Gainer got in a fight with another man in a breezeway at an apartment complex and beat the victim with a broomstick, then later dragged him into the parking lot, and continued to beat him. The victim later died from his injuries.
They said Gainer was initially arrested and charged with 1st Degree Murder. Court records show the charges were dismissed by the state in 2021 due to Gainer’s competency issues.

TPD said in June, the state refiled the 1st Degree Murder charge and a warrant was issued for Gainer’s arrest.
