The City of Tulsa reported that most services will be returning to normal on Friday due to improving road conditions and warmer temperatures after this week’s wintry weather. Street crews will still be operating overnight to address any potential refreeze areas.
Tulsa homicide detectives are trying to locate 19-year-old Angel Ibarra. He is wanted for murder related to a shooting that resulted in the deaths of two teenagers at an east Tulsa apartment complex on February 8th.
Authorities are searching for inmate Hunter L. Bowers who walked away from Jackie Brannon Correctional Center at approximately 8:53 p.m. on Thursday.
According to TPD, officers responded to a dead-on-arrival call near 51st and US-169 around 9:40 p.m. Wednesday.
“Bottom line is, if you don’t have to be out in the cold, don’t be out in the cold,” EMSA Chief Public Affairs Officer Adam Paluka said.
“In the last shift, the last 12-hour shift went about 20,000 miles of plowing is what they reported and we went through about a thousand tons of salt first thing in the morning,” said Leon Kragel, the street operations manager for the City of Tulsa.

Due to dangerously low temperatures and winter storm warnings across the state, the Oklahoma Department of Emergency Management shared a list of warming stations and shelters for those who may need a place to stay safe.
As of Tuesday evening, the City said the winter weather is impacting Tulsa’s roadways and street crews are continuing with plowing operations as snow continues to fall.
Due to inclement and dangerous weather, the City of Tulsa has listed several warming centers across the city to help keep people safe.
The National Weather Service says an Arctic cold front arrives Tuesday and will usher in the coldest weather we’ve seen this winter.
Police said officers arrived at a house near North Harvard Avenue and East Pine Street early Sunday morning and found the teenager with a gunshot wound.
Police said officers responded to the Brighton Park Apartments around 2:00 a.m. and found 17-year-old Adavion Herring dead from gunshot wounds in one of the apartments.
Once officers arrived at the scene, they said they found multiple shell casings in the street in front of several houses in the area. The victim was taken to the hospital and into surgery.
According to the private school Holland Hall, the victims were Upper School students.
