TULSA, Okla. — Tulsa County District Attorney Steve Kunzweiler has filed new felony charges against a man who plead guilty in California of unlawful sex with a minor.

In June 2022, Christopher Bartley was arrested at the Glenwood Apartments for harboring a teen runaway, impersonating a police officer and giving the teen alcohol.

“He just hollered and of course I went over there … he told me I’m sorry,” said Diana Ferguson, a resident at Glenwood Apartments who knew Bartley as her neighbor.

According to court documents, Bartley then bonded out, didn’t show up to court and skipped town in July with the same teenage girl.

“He lied to us. He used us, and it just isn’t us. He probably used other people to,” said Pat Honeycutt, another neighbor of Bartley’s.

Honeycutt also said Bartley took her car and never brought it back.

“I only had it four months,” she said.

Honeycutt and her neighbor Ferguson remember Bartley telling them he was a bounty hunter and wearing lots of police-like gear.

“Telling us he was going to go out with some other friends on a bounty to arrest someone they were after, but he was nervous about going and he wasn’t sure if he was going to do it or not,” Ferguson.

A police affidavit said after Bartley left for California with the teen, the teen said she got scared, tried to leave, was pulled back into the car. The teen also told police that Bartley threated to kill her.

“From our perspective what we knew that transpired in Tulsa we were able to develop new information that allowed us to move the charge from a misdemeanor charge to a felony we think we are capable of prosecuting,” Kunzweiler said.

Bartley plead guilty of unlawful sex with the teen in California in August. He came back to Tulsa and was arrested that same month. He has been sitting in the Tulsa County jail ever since on the original misdemeanor charges.

Kunzweiler said they filed new charges this week in the Tulsa County District Court child sexual abuse being one of them.

“We are in a decent enough spot to move forward,” he said.

Bartley will be back in court in February.
