BA’s 2026 General Obligation Bond recommendations presented to city council

BROKEN ARROW, Okla. — The recommended projects for Broken Arrow’s 2026 General Obligation Bond were presented to city council on Wednesday.
City Manager Michael Spurgeon presented his administration’s recommendation to the city council at its regular meeting, which includes eight propositions.
The 2026 Build Our Future BA General Obligation Bond package is expected to generate $415 million to fund a wide range of public improvement projects.
“This list is a comprehensive compilation of projects developed from recommendations made by the Citizen Steering Committee, as well as feedback from thousands of responses to various micro-surveys on public infrastructure, quality of life, and public safety topics along with input from multiple in-person public forums held this fall,” said City Manager Michael Spurgeon. “It is important to note that the recommendation from my office is not a final list of projects, but it is an opportunity for the public to review what is being recommended by the administration and to continue engaging in the process.”
Spurgeon says city council will ultimately decide what the propositions will include based on citizen feedback and his recommendation, most likely during its meeting on Dec. 16.
The recommendation includes the following:
$205 million to Proposition 1-Transportation
$56 million to Proposition 2-Public Safety
$74 million to Proposition 3-Quality of Life
$65 million to Proposition 4-Public Facilities
$6 million to Proposition 5-Stormwater
$5 million to Proposition 6-Drainage
$4 million to Proposition 7-Tulsa City-County Library, and
A 0.5 percent dedicated temporary sales tax increase for Proposition 8-Sports Facilities
The City said Propositions 1 through 7 will not increase the current property tax rate. The funds for the improvement projects of these propositions would be secured over a 10 to 12-year period.
If voters approved the eighth proposition, a temporary half-cent sales tax increase would be used to fund improvements to the city’s sports facilities, including girls’ softball, youth baseball, youth football and lacrosse and adult softball.
The design phase of the improvements would begin in spring 2026, with construction to begin around one year later.
The City said the temporary sales tax increase would be set to expire after five years.
The 2026 General Obligation Bond vote in April will culminate a three-year process that began with discussions in 2023, multiple surveys over a two-year period, staff and user group project requests, recommendations by a Citizen Steering Committee, multiple in-person forums and more.
More than 330 projects were initially requested. The entire list of projects recommended by the administration will be available on the city’s website on Wednesday.
