Tulsa police were called to the area near 31st and Memorial Wednesday afternoon to investigate a report of animal cruelty.
Employees at the Eagle Suites said they’d found a loose dog and reviewed surveillance video to see where the dog came from and found the owner abusing the dogs.
Police say the video showed 38-year-old Tranquilino Gonzales kicking his two dogs in the face and dragging them by their leashes.
One dog ran away while Gonzales kept whipping the other with its leash and dragging it up the stairs to his room.
The dogs could be heard yelping and didn’t appear to be aggressive toward Gonzales at any point.
Officers took Gonzales into custody and served a search warrant on his room to rescue the second dog.
They also found a handgun in the room, and Gonzales is not allowed to have firearms as a convicted felon.
Tulsa Animal Services took custody of the two dogs.
