Tulsa man arrested for rape, other sex-related crimes by a joint task force

According to the underage victim, he would meet 30-year-old Xavier Alan Williams and receive drugs and alcohol for sex, police reports said.

On Friday, June 5, a joint task force arrested a Tulsa man who was wanted for rape and other sex-related crimes. Members of the U.S. Marshals Service Northern Oklahoma Violent Crimes Task Force, with assistance from the Tulsa County Sheriff’s Office and Oklahoma Highway Patrol, arrested 30-year-old Xavier Alan Williams on multiple charges.

Williams was wanted on charges including Second-Degree Rape, Possession and Distribution of Child Sexual Abuse Material, Soliciting a Minor for Indecent Exposure/Child Sexual Abuse Material, and Using Technology to Engage in Sexual Communication with a Minor. He was arrested without incident and booked into the Tulsa County Jail. He is being held on a $400,000 bond.

Police reports said the abuse started when the victim was only 14 years old, and Williams asked his age and was told the truth by the victim. The abuse began when the victim lived in Sapulpa, but he was then moved to the Tulsa Boys Home, where it continued.  The victim went missing from the Tulsa Boys Home several times, and reports said that Williams would pick him up and give him drugs and alcohol for sex.

The two also communicated through dating/sex apps and electronic devices. Police said the victim was given a burner phone, and Williams told him it was their “porno phone” in case his personal phone was seized.
