State Auditor Cindy Byrd releases second part of TPS audit

OKLAHOMA CITY – The second part of a forensic audit of Tulsa Public Schools’ finances was finalized, and State Auditor Cindy Byrd discussed the results Tuesday.

The audit, which Attorney General Gentner Drummond requested, focused on former TPS Executive Director of Bond and Energy Management Chris Hudgins, who, along with two other people, is accused of embezzlement, receiving and paying kickbacks, and conspiracy to defraud a school district.

Hudgins resigned from his job in early 2025 after the first audit findings were presented to TPS board members and administrators.

The first audit revealed potential fraud regarding roofing for school buildings. The second audit involved HVAC contracts, where Hudgins is accused of accepting higher bids when lower bids were available. He’s also been accused of promising bids to vendors if they withdrew bids from other projects, making the way for another vendor to get the original bid.

So far, the three are accused of billing the district nearly $800,000 for roofing contracts that were never completed. Allied Engineering Group allegedly received the payments as a contractor, then funneled the money to Hudgins’ private architectural firm.
